产业转型升级背景下辽宁高职教育供给侧结构性改革

学习方式，接受非全日制的高职教育。

第三，重视非学历教育。高职院校要同时开展学历教育和非学历教育，面向社会开展各种职业技能培训，满足行业、企业和社区的多样化需求，为所在区域培养更多的技术技能型人才，满足经济发展和产业升级的需求。

（四）优化区域布局，促进高职教育协调发展

辽宁省高职教育资源主要集中在沈阳、大连两地，其他地区资源较为薄弱。要促进整个辽宁地区的经济发展，实现产业结构的转型升级，首先需要对教育资源进行优化布局，使各地区都有在专业设置、专业结构上与其产业结构相匹配的高职院校为其经济发展服务。这就需要辽宁省政府从全局出发，坚持全省“一盘棋”的思路，对省内的高职教育做好统筹发展规划，加大对辽北、辽东和辽西地区高职教育的扶持力度，通过政策倾斜、资金支持等办法促进以上地区高职院校的发展，不断优化高职院校的区域布局结构。对于目前连一所高职院校都没有，但却是东北地区最大的钢铁工业城市的鞍山，辽宁省政府要通过企业办高职院校或引导鞍山师范学院转型办高职教育等多种方式尽快满足当地对冶金類高职人才的需求。其次，高职院校要加强交流。辽宁省的高职教育整体发展不理想，因此要通过参观、走访发达省份办得比较好的高职院校进行学习、取经，通过邀请国内外职教有名学者、专家进行指导，引进先进技术，提升办学理念。同时辽宁省5个地区的高职院校也要加强彼此之间的交流和合作，尤其是4所国家示范高职院校要传授办学经验、共享优质资源，促进整个辽宁地区高职教育的协调发展，增强高职教育的整体供给能力，共同为辽宁省产业结构的转型升级提供优质服务。

On the Structural Reform of the Supply Side of Liaoning Higher Vocational Education under the Background of Industrial Transformation and Upgrading

Abstract In the new round of strategy of revitalizing northeast old industrial base， the industrial transformation and upgrading of Liaoning Province has put forward the “high demand” for the higher vocational education which is closely linked to the production technology. But seeing from the school level of higher vocational education in Liaoning Province， the professional structure， the form structure of running school and the regional distribution structure， there is a structural contradiction between the higher vocational education and industrial structure， resulting in “low supply” of supply side of higher vocational education. In the new normal of the economic development， the effective connection between the structure of higher vocational education and the transformation and upgrading of the industrial structure is realized only through the extension of the school level， adjusting the professional setting， eiching educational form， optimizing regional layout， and promoting the supply side structural reform of higher vocational education.
